Because that is not in accordance with the Filesystem Hierarchy Standard
(FHS) <http://www.pathname.com/fhs/>. Newbies will most likely use the Help menu
that installed in most popular the GUI desktops these days until they figure
out how to move around using a file manager.

In the meantime, they will just need to learn where things are. Windows
users don't have a c:\help or c:\doc directory and they seem to find Help anyway.
The location of help and documentation in a subdirectory is not a
show-stopper.

There are good reasons for the way the filesystem is layed out. It's mostly
consistent and makes things easy to *use* if not necessarily easy to *learn*
coming from a DOS/Win background.
