I agree with Mark on this.  HOWTOs are supposedly task oriented and
not only include pointers to existing HOWTOs but to Man Pages,
documentation on other programs, and to all types of docs on the web.
A HOWTO with many links needs to be frequently updated and this is
another argument for automating the submission of HOWTO updates.
